AQUACULTURE EXPERTISE AT THE AfriCan
GREAT LAKES
Finnish expertise is highly competitive in the international project market, owing to over 20 years of experience in research and development work at Lake Tanganyika, co-ordinated by the University of Kuopio with an expertise network in the universities of Jyväskylä, Helsinki and Turku. The Great Lakes projects have mostly been funded by international development organizations and banks and are mostly in government-owned regions, making project administration quite challenging. The Fish Innovation Centre's know-how in project-based working, tropical limnology and fishing economics are available to the development of the environment as well as to fishing and aquaculture development programmes, including follow-up of changes in the ecosystem.
Lake Tanganyika
FIC Ltd. (Hannu Mölsä) has led the consortium of aquaculture in Finnish universities and research institutes and has linked this to the stakeholders in the Tanganyika partnership. Environmental reviews, limnological research, fish economics and university education are the areas of expertise covered by the consortium. The PRODAP regional development project is based on the Lake Tanganyika ecosystem analysis and Fisheries Management Plan, which was produced from the Lake Tanganyika Research project (Ministry of Foreign Affairs, FAO and Kuopio University) in the years 1992-2001.
North-South-South network between Finnish Universities, Univ of Dar-es-Salaam and Univ of Burundi included intensive field courses and student/staff exchange.
A plea of referee articles as compiled with local scientists is being published in fish biology, aquatic ecology, limnology and fisheries management with implications e.g. to climate change and fishery livelihoods.
Zambia
FIC Ltd. (Hannu Mölsä) took part in the planning of the Programme of Luapula Agriculture and Rural Development Programme (PLARD) and prepared the section dealing with fishing and aquaculture, institutional twinning and capacitation.
Hannu Mölsä has prepared the Fisheries Management Plan for Mweru-Luapula fisheries, Zambia (Niras-Finland/ MACO-Zambia; MFA-Finland) with a novel approach of collaborative resource management between public bodies, fishing communities and local administration. Challenges were identified in illegal fishing practices, non-authorized fish export, and poor enforcement of fishing regulations. Increasing support was suggested to new management structures (stakeholder partnership), post-harvest technology and women's position in the community economy. Fish farming will become an alternative source of income and food security in Luapula proven rich in water resources.
